Replacement windows are sold in living rooms more often than in showrooms, and some of the selling is built to get a signature before you have compared anything. Here is what the tactics look like, what a vague quote is hiding, and what state law lets you do about it.
Get a Free EstimateMost window companies in California sell honestly. The ones that do not tend to use the same handful of methods, and every one of them works only on a buyer who does not know the rules.

The most common one. The presentation runs long, a high price appears, and then a much lower one is offered on the condition that you sign before the salesperson leaves. Sometimes a manager is phoned for "special approval".
Nothing about the windows changes at midnight. The discount exists to prevent the one thing that protects you, which is a second quote. If the lower figure is a price the company can do the job for, it can do the job for that figure on Thursday too.
A discount is only as real as the price it is taken from. If the starting figure was set high enough to absorb the promotion, the offer tells you nothing. The only meaningful comparison is the final installed price for a defined product and scope, set against other quotes for the same product and scope. This is a variation on the first, sometimes dressed as a "model home" discount, a "neighborhood" discount, or a reward for letting the company put a sign in your yard. The test is the same. Ask for the lower price in writing, valid for two weeks. An honest offer survives that request.
A sales visit that runs for hours, with a refusal to leave a written price behind, is wearing you down on purpose. You are entitled to end it. A company that will not leave a written quote does not want it compared.
Some companies will not schedule an appointment unless every owner is home. There can be a fair reason, since both of you have to sign. But when it is paired with a today-only price, the point is to remove "I need to talk to my spouse" as a way out.
Selling windows door to door is legal. Doing it without the right credentials is not.

California caps the down payment on a home improvement contract at $1,000 or 10 percent of the contract price, whichever is less (Business and Professions Code section 7159.5). Beyond that, a contractor may not request or accept payment that exceeds the value of the work performed or material delivered.
"We need half to order your custom windows" is the usual way this rule gets broken. The statute has no custom-order exception. A contractor who asks for it either does not know the law or is counting on you not to.
The contract must have a schedule of progress payments stated in dollars and tied to specific work or materials. A schedule built on dates instead of deliveries moves your money ahead of the job.
If the conversation keeps returning to a monthly payment and away from the total price, slow down. Ask for the cash price in writing. Be especially careful with anything repaid through your property tax bill. The federal Energy Efficient Home Improvement Credit applied to qualifying property placed in service before 31 December 2025, according to the IRS. A presentation that still subtracts a federal window credit from your cost is using an out-of-date slide.
Pressure gets the signature. Vagueness is how the product gets downgraded afterward.
Every rated window has a certified U-factor and solar heat gain coefficient. A quote that says "energy efficient", "Low-E" or "dual pane" without those two figures has not told you what you are buying. Ask for the NFRC rating for the exact product line, frame and glass package quoted. How to read an NFRC label explains each number.
California's energy code sets different limits by climate zone, and the limit for most of Northern California tightened on 1 January 2026. A window that complied under the old figure may not comply now. "Title 24 compliant" with no zone and no numbers cannot be checked. Major manufacturers sell several lines at different levels. A quote that names only the brand lets the installer supply the least expensive line that brand makes.
Retrofit and full-frame installation are different jobs with different amounts of work at the exterior wall. A quote that does not say which one it prices cannot be compared with one that does.
Replacement windows generally need a permit in California, and the permit is where energy code compliance and safety glazing are checked. "You do not need a permit for this" is a claim to verify with your building department. See permits for retrofit windows in California.
A lawful home improvement contract prints the down payment limit, a Mechanics Lien Warning, information about CSLB, insurance statements, and the right-to-cancel notice beside your signature. If those are missing, the company is either using an outdated form or ignoring the law. Our page on what a California window contract must include has the full list.
A contract signed at your home, or anywhere other than the seller's regular place of business, is a home solicitation contract under Civil Code section 1689.5. Under section 1689.6:
The contract has to print this right next to the signature line and include a detachable Notice of Cancellation form (Business and Professions Code section 7159). The period is counted from the day you receive a compliant copy.
In practice, send the notice by email and by certified mail, and keep copies of both. Do not rely on a phone call to the salesperson.
This is the answer to the today-only price. You can sign under pressure and still cancel. But it is easier not to sign, and a company that needs your signature tonight has told you something about how it does business.
Section 7159 requires the contract to state the contractor's license number, the salesperson's registration number, the price, a description of the significant materials, and approximate start and completion dates. You are entitled to a complete signed copy before work starts.
You may ask for lien releases with each payment and withhold the next payment until you have them. See mechanics liens and window replacement.
Before you file, write to the contractor describing the problem and what you want done. CSLB asks whether you have, and a dated letter is useful evidence.

The price is only good if I sign tonight. Is that real?
A window costs the same to manufacture and install next week as it does tonight. A price that expires when the salesperson leaves is a sales method. Its purpose is to stop you from collecting a second quote. A contractor who is confident in the number will put it in writing and let it stand for a reasonable period while you compare.
I signed last night and regret it. What can I do?
If you signed at home, you can cancel in writing until midnight of the third business day after you received a signed and dated copy of the contract, or the fifth business day if you are 65 or older. Send the notice by mail or email to the address the contract gives for cancellation, and keep proof of when you sent it. You do not need to give a reason.
Someone knocked on my door offering windows. How do I check them?
Ask for the contractor's license number and the salesperson's registration number, and look both up on the Contractors State License Board website before you let the conversation go further. A registered home improvement salesperson is required to tell you the contractor's business name and license number before selling. Someone who will not give those numbers has answered the question.
The quote says Title 24 compliant. Is that enough?
No. The energy code requirement depends on your climate zone, so the phrase means nothing without a zone and a pair of numbers. Ask for the U-factor and SHGC of the exact product and configuration quoted, taken from its NFRC rating, and compare them with the requirement for your city. A contractor who cannot name your climate zone has not checked.
They asked for half up front to order the windows. Is that allowed?
No. The down payment on a California home improvement contract may not exceed $1,000 or 10 percent of the contract price, whichever is less, and after that a contractor may not collect more than the value of work performed or materials delivered. There is no exception for custom orders. Taking an excessive down payment is a misdemeanor.
Where do I complain about a window company?
The Contractors State License Board takes complaints about licensed and unlicensed contractors and can investigate for up to four years from the act. The California Attorney General's office takes consumer complaints about businesses. Neither will act as your lawyer or guarantee your money back, so for a significant loss also consider small claims court or an attorney.
